The report disclosed alleged inflated salaries and agreements involving public funds, with possible payments to workers «on a flexible basis,» where their money would later return to the then-deputy for her personal expenses, a practice referred to as «the Flores quota. » In essence, this would be a mechanism to siphon funds from parliamentary allocations, which is believed to have been devised by Camila Flores during the second year of her first term in the Chamber of Deputies (2018-2022).
